Found a couple of new places to inspect: Under the forearm, either the rear, recessed, screw hole was too deep or the washers were missing, but the rear screw was touching the rear barrel collar and scarring the bottom. This could prevent free barrel movement and cycling. With the bolt held open, push the barrel down, it should return freely. Look at the bottom and side of the collar guide lugs for drag marks.

On an old, well made, replacement stock, the sling swivel screws had dented the recoil tube so as to prevent proper spring travel. In fact the spring and follower had to be driven out before the dents could be fixed. Whoever installed the swivel, realized the screws were too long and shortened them but did not check the tube for damage.
